Frank Spencer, a former Liberal Democrat Leader of the North Dorset District Council, has recently died. His funeral is this morning (Thursday, 21st December).
Frank was from Child Okeford, where both his father and grandfather had been the Parish Clerk. He was elected to the North Dorset District Council in the 1980's and was the Liberal Democrat Leader of the Council in the 1990's until 1999 when he became the Leader of the Opposition. He lost his seat in 2003, but regained it in a by-election in 2004 after Mike Oram's resignation. He then lost the seat again in 2007, but remained a committed campaigner and campaign deliverer until 2015, in his fiefdom of Child Okeford.
Frank epitomised the energy and commitment, and above all the localism, of the best Liberal Democrat traditions. The party depends on such loyalty, and Frank will be much missed.
